Question : Project Approvals-Clearances under MSMEs

(a) whether delay in obtaining approvals and clearances had forced some investors to shelve projects in the past, if so, the details thereof;

(b) whether the Union Government proposes to allow Micro, Small and Medium Enterprises (MSMEs) to start projects without any approvals or clearance needed for three years;

(c) if so, the details thereof and the salient features/objectives of the aforesaid proposals;

(d) whether some State Governments have also proposed to allow MSMEs to start projects without any approvals or clearances needed for three years;

(e) if so, the name of those State Governments; and

(f) the steps taken by the Union Government to ease the norms for approvals and clearances of the projects?

(a) to (c): The Government has taken several steps to promote ease of doing business which inter alia includes improvement on the system of obtaining approvals and clearances. The Government has issued an advisory to States / UTs / Central Labour Agencies to simplify and ease the compliance burden for Micro, Small and Medium Enterprises (MSMEs) during their initial 3 years of establishment.

(d) to (e): Some of the State Governments grant certain approvals and clearances on the basis of self certification, through single window portal or one stop solution.

(f): Recently, the Government has taken several initiatives to further promote ease of doing business and simplify government procedures. These include (i) System of only one annual return to be filed for 8 Labour laws and 10 Union regulations, (ii) Single consent for environment clearance under air pollution and water pollution laws, (iii) Returns to be accepted on the basis of self-certification, etc.
