Question : EXTREMIST GROUPS IN NER



(a) the details of extremist groups active in the North Eastern Region (NER) of the country;

(b) whether there are reports that the said groups are getting assistance in terms of arms ammunitions, training and finance from the neighbouring countries including China;

(c) if so, the details thereof along with the cases of seizure of foreign made weapons reported during each of the last three years and the current year, State-wise; and

(d) the measures taken by the Government to break the said nexus?

(a): There are about 79 extremist groups, including splinter groups, active in the North Eastern region of the country. The names of these groups are at Annexure.

(b): There are reports that extremist groups operating in the North-Eastern States of India have been procuring arms through arms smugglers based in Yunnan Province in China, Myanmar and South East Asian countries.

(c): As per available records, details of foreign made weapons seized from militants State-wise during the last three years including current year are as under:

(d): Effective domination of the India-Bangladesh and India-Myanmar borders by the security forces and regular patrolling along the border areas is being carried out. The erection of fencing and installation of flood lights along Indo-Bangladesh border has helped in controlling the smuggling of arms including other cross border illegal activities. Round the clock patrolling by security forces, establishment of mobile vehicles, surveillance, check posts and area domination along India-Myanmar border have been put in place to check the activities of smuggling of arms from across the border effectively.

Government has raised its concerns with China, Myanmar and Bangladesh from time to time through diplomatic channels on the issue of reported smuggling of arms through their territories. In order to prevent smuggling across the Indo-Myanmar border, a Memorandum of Understanding (MoU) was signed between India and Myanmar in January,1994, for maintenance of peace and tranquility in border areas. Bilateral talks are held at various levels between India and Myanmar & India and Bangladesh to discuss security related issues including action to check smuggling of arms and also effective guarding of International borders are held regularly.
