Question : Pending Projects

(a) the State/UT-wise details of the projects of the various
States including Chhattisgarh pending with the Union
Government/NITI Aayog along with the reasons for
pendency;

(b) the number of schemes/projects sanctioned, State/UT –
wise including Chhattisgarh during the last three years;

(c) whether the Union Government has received requests from
States for approval of pending projects;

(d) if so, the State/UT-wise details thereof; and

(e) the reaction of the Government thereto?

(a)to (e): Erstwhile Planning Commission approved / sanctioned the project proposals received from State Governments under the One Time Additional Assistance (OTACA)/ Special Plan Assistance (SPA) till 2014-15 and recommended to the Ministry of Finance for the release of Funds. NITI Aayog has discontinued the approval/ sanctioning of such project proposals from 2015-16 following the acceptance of recommendations of 14th Finance Commission for increased devolution to the States by way of enhancing the share of the States in the net proceeds of Union taxes from 32% to 42% resulting in the increased fund transfer to the State. Erstwhile Planning Commission also accorded investment clearance for irrigation project proposals having inter-state ramification for their inclusion in the Annual Plan of the States. The Investment clearance of irrigation, Flood control and Multipurpose projects is no longer in the purview of the NITI Aayog as the same has been transferred to the Ministry of Water Resources, River Development and Ganga Rejuvenation.
