(a): No, Sir. No Private University has been established by the Central Government. All
the existing Private Universities have been established by the Act of State Legislatures
concerned. These Private Universities are regulated by University Grants Commission
(UGC) (Establishment of and Maintenance of Standards in Private Universities)
Regulations, 2003.
(b): As per the UGC Regulations, 2003, every Private university is required to fulfil the
minimum criteria in terms of programmes, faculty, infrastructural facilities, financial
viability, etc., as laid down from time to time by the UGC and other concerned statutory
bodies such as All India Council for Technical Education (AICTE), Bar Council of India
(BCI), Dental Council of India (DCI), Indian Nursing Council (INC), Medical Council of
India (MCI), National Council for Teacher Education (NCTE), Pharmacy Council of India
(PCI), etc.
(c): The UGC has issued Notification on Refund of Fees and Non-Retention of Original
Certificates in October, 2018. As per the UGC’s Notification, no Higher Educational
Institutions including Private University can insist upon the students to submit their
original academic and personal certificates, like, mark-sheets, school leaving certificates
and other such documents, at the time of submitting admission form, but the
submission of self-attested copies thereof shall be mandatory.
(d): On receipt of complaints regarding retention of original certificates by any
University, UGC asks the University concerned to take necessary action in the matter, as
per the UGC Notification.
