Question : Saansad Adarsh Gram Yojana

(a) the current status of implementation of Saansad Adarsh Gram Yojana (SAGY) in the country;
(b) the details of number of villages/ panchayats so far taken up and proposed to be taken up under the SAGY in the country along with the details of funds allocated and spent towards the SAGY, State/UT-wise;
(c) the mechanism put in place by the Government for monitoring the said scheme;
(d) whether any suggestion for setting up of a monitoring committee has been received, if so, the details thereof and the reaction of the Government thereto; and
(e) whether the Government proposes to allot some additional funds to Members of Parliament (MPs) for the scheme, if so, the details thereof?

(a): The Ministry of Rural Development (MoRD), under the Comprehensive Capacity Building Plan, has organised training programmes for 653 Charge Officers at 9 regional locations across India. In this regard, the capacity building manual has been was prepared under the name ‘SAMARTHYA – SAGY’. As per the Cabinet decision, the Ministry of Rural Development is pursuing with relevant Ministries and Departments for effecting amendments and issuing appropriate advisories in order to enable priority to be given to the SAGY Panchayats. 21 Schemes have been amended by various Ministries /Departments. The National Level Committee headed by Minister, Rural Development including 16 Ministers and 6 Members of Parliament has been notified on 7th May, 2015. The Committee met on 5th June, 2015 and suggestions were taken on further improvement in the implementation process. The National Level Committee headed by Secretary, Rural Development including representatives of 20 Central Ministries / Departments has been constituted and notified on 08.12.2014. The meeting of the Committee was held on 15th May, 2015 to streamline various schemes of Govt. of India for SAGY. The implementation of the Programme is being reviewed by the Minister (RD) through meetings with the Hon’ble Members of Parliament, District Collectors and State Government officials at regional locations. So far reviews have taken place in respect of 18 States. A Village Development Plan (VDP) has been prepared for every identified Gram Panchayat with special focus on enabling every poor household to come out of poverty. In order to keep track of the progress of implementation of VDP, a Village Development Plan Tracking Template has been developed. The Ministry of Rural Development has brought out “SAMANVAY” - Compilation of 223 Central sector, Centrally sponsored and 1806 State schemes for convergence under SAGY. The Ministry has developed a 35 point indicators as “Panchayat Darpan” to monitor the progress of the SAGY Gram Panchayats. A consolidated 101 good development initiatives undertaken by the Hon’ble MPs in their respective constituencies across the country have been compiled in a book and released under the name “SANKALAN”. A National Workshop was organised at Bhopal by the Ministry, where Members of Parliament, State Governments, District Collectors, Gram Pradhans from across all States were invited. The selected Good Practices by National Level Committee of the Ministry of Rural Development were presented through 2 days’ detailed exhibition so that similar good practices could be adopted in SAGY Gram Panchayats.

(b): The details of number of villages/ panchayats so far taken up under the SAGY in the country is at Annexure I. Since adoption of Gram Panchayats under SAGY is the choice of Hon’ble Members of Parliament, the number of Gram Panchayats proposed to be taken up under the SAGY in the country cannot be ascertained. No amount has been allocated by the Central Government for the implementation of projects/works in villages under Saansad Adarsh Gram Yojana. SAGY is primarily about unleashing the power of people who are expected to inculcate pride in village, encourage societal change/Behavioural change, take collective responsibility and initiate People projects. The development of Gram Panchayats identified under SAGY is intended to take place through the convergence and implementation of existing Government Schemes and Programmes without allocating additional funds. The primary responsibility of implementing SAGY lies with the States/UTs. The District Collector is the nodal officer for implementing SAGY. Hence, the information asked for is not maintained in the Ministry of Rural Development. However, as a onetime assistance, in the Financial Year 2014-15, the States had been given funds at the rate of Rs. 50,000/- for each SAGY Gram Panchayat to be used by the Collectors/DMs for meeting administrative expenses. In the Financial Year 2015-16, the States/UTs have been given varied amounts as a one-time financial assistance for hiring resource persons and meeting administrative expenses at the State/UT level under Saansad Adarsh Gram Yojana(SAGY).

(c): A SAGY Cell has been created in the Ministry of Rural Development having Officers leading a dedicated team of Project Professionals for monitoring status of Gram Panchayats development. As stated in Part(a), the two National Level Committees for overall monitoring and Coordination-one each headed by Minister, Rural Development and Secretary of Rural Development have been constituted. Till now 32 States/UTs have notified constitution of State Level Empowered Committee (SLEC) headed by Chief Secretary. The committee would supplement the central SAGY guidelines and issue State specific instructions, review Village Development Plans & their timelines, Identify bottlenecks and review the implementation. The District Level Committee will facilitate Village level plan preparation, converging the relevant schemes, review of progress on a monthly basis and adherence to grievance redressal. A Dynamic website www.saanjhi.gov.in has been created and the login credentials to this website are created and circulated among all Members of Parliament, State Nodal Officers, District Collectors and Charge Officers. SAGY Division has set up a cloud based web portal for encouraging discussions among the stakeholders viz. Member of Parliament, Central Government, State Government, District Administration and the Public. The portal support.saanjhi.in will also act as a dynamic repository to share knowledge, as a tool for exchange of ideas and resolution of grievances by the implementing authorities. The implementation of the Programme is being reviewed by the Minister (RD) through meetings with the Hon’ble Members of Parliament, District Collectors and State Government officials at regional locations. So far reviews have taken place in respect of 18 States. The Ministry has developed a ‘Thirty Five indicators’ for monitoring the progress of the SAGY Gram Panchayats. This is called as ‘Panchayat Darpan’.
