Question : Natural Calamities

(a) whether the Government provides central aid in the form of relief in the cases of losses suffered due to natural calamities;

(b) if so, the parameters set by the Government for providing central aid to the States in cases of natural calamities; and

(c) the quantum of funds provided to the affected States in the form of central aid during the last three years and the current year, State-wise?

(a) and (b): The primary responsibility of disaster management, including disbursal of relief to affected people, rests with the State Governments. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support. For providing relief to the affected people in case of 12 notified natural disasters, State Disaster Response Fund (SDRF) is placed at the disposal of the State Governments in advance. Additional financial assistance is provided from

National Disaster Response Fund (NDRF) in case of disaster of ‘severe nature’, as per laid down procedure, which includes an assessment made by an Inter-Ministerial Central Team (IMCT).

The allocation of SDRF to States is based on the recommendations of the successive Finance Commissions, set up under Article 280 of the Constitution from time to time. Further, the disbursal of assistance is governed by the Guidelines and Items and Norms of assistance from SDRF and NDRF, which are available on Ministry of Home Affairs website at https://ndmindia.mha.gov.in/images/NDRFSDRF_06042017.pdf and https://ndmindia.mha.gov.in/images/pdf/SDRF-NDRFNorms-dated8april2015.pdf, respectively.

(c): State-wise details of allocation and releases from SDRF/ State Disaster Risk Management Fund (SDRMF) [after recommendations of 15th Finance Commission, which includes SDRF & State Disaster Mitigation Fund (SDMF)] and NDRF during the last three years i.e. 2018-19 to 2020-21 and current year i.e. 2021-22 (as on 31.07.2021) are given in Annexure.
