Question : PUBLIC PRIVATE PARTNERSHIP IN EDUCATION SECTOR



(a) whether both public and private sectors are involved in the work of providing education in the country;

(b) if so, the details thereof including the contribution of the two sectors in terms of percentage;

(c) whether the said percentage is uniform across the board as regards primary schools, secondary schools, high schools and vocational education levels;

(d) if not, the percentage of contribution in each of the said levels, sector-wise; and

(e) the rise in percentage of share of contribution of public and private sector during the last three years? ANSWER

(a) to (e): The National Policy of Education, 1986 (as modified in 1992) states that in the interest of maintaining standards and for several other valid reasons, the commercialization of technical and professional education will be curbed. However, Government favours active support and involvement of private participation for funding and management of educational institutions subject to reasonable surplus earned being ploughed back for development of the institutions. The 11th Plan document as approved by the National Development Council, also mentions the need to further explore private sector initiatives and various forms of Public Private Partnerships (PPPs) in the education sector

The 11th Five Year Plan envisages setting up of 2500 Model Schools, 300 Polytechnics and 20 new Indian Institutes of Information Technology in various parts of the country under PPP mode.
