Question : Animals for Medical Research

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has adopted any policy/mechanism to regulate the use of animals for medical research, if so, the details thereof;

(b) whether such regulation/ban would prevent research and development of life saving drugs, if so, the details thereof; and (c) the details of measures taken/ proposed to be taken by the Government to lift such ban?

(a): Yes. As informed by Indian Council of Medical Research, the Committee for the Purpose of Control and Supervision of Experiments on Animals, Ministry of Environment, Forest and Climate Change (CPCSEA) has enacted “Breeding of and Experiments on Animals (Control and Supervision) Rules, 1998” to regulate use of animals in research within the provisions of “Prevention of Cruelty to Animals” Act, 1960.

Indian Council of Medical Research (ICMR), has also prepared guidelines for “Use of Animals for Scientific Research” in May 2000.

(b) & (c): As per information available, there is no ban to prevent research and development of life saving drugs through animal research.
