(a) to (c): All sugar producing States including Uttar Pradesh have been offered financial assistance by way of Open Market Borrowings to help sugar factories clear cane price arrears of 2002-2003 sugar season. This assistance is available to the mills in the co-operative and public sectors in the States where the practice of State Advised Price (SAP) of sugarcane is prevalent and to all sugar mills in the States where no such practice exists subject to their compliance with the terms and conditions of the scheme. Government of U.P. has not so far made any request for availing assistance under this scheme.
