(a) whether the Government has received any request from the Government of Kerala for a CBI enquiry
into the activities of lottery mafia functioning in Kerala and the sale of bogus lottery tickets in
the State;
(b) if so, the details thereof; and
(c) the steps taken by the Government thereon?

(a) to (c): Yes, Madam. Letters were received in the Ministry of Personnel, Public Grievances and
Pensions (Department of Personnel and Training) on 3rd March, 2011. By a letter dated 7th March,
2011 from the Department of Personnel and Training, the State Government has been requested to issue
a statutory notification u/s 6 of the Delhi Special Police Establishment Act, 1946 and to furnish
complete details of the cases to be investigated by the CBI by way of a self-contained note in the
proforma prescribed by the Central Government so that the Central Government may consider the feasibility
of entrusting the investigation of such cases to the CBI.
