Question : Promotion of Sports

(a) the details of the steps being taken by Government to promote sports in the country, State/UTwise;

(b) the number of proposals relating to sports and youth affairs received during the last three years and financial assistance under Youth games and Sports Campaign scheme, State/UT-wise including West Bengal, Telangana, Maharashtra and Bihar;

(c) the details of proposals accepted and rejected along with the reasons therefor, State/UT-wise;
(d) the cost involved and expenditure incurred on each proposal along with the details of proposals that have been approved and rejected including the reasons therefor so far, State/UT-wise;

(e) the details of the proposals lying pending for approval at the central level as on date State/UT-wise particularly West Bengal, Telangana, Maharashtra and Bihar;

(f) whether delay in achieving the desired objectives and cost of these proposals are likely to increase due to pendency of such proposals; and

(g) if so, the details thereof and the reaction of the Government thereto?

(a) ‘Sports’ being a state subject, the responsibility for promotion and development of sports rests primarily with the State/Union Territory Governments. Central Government supplements their efforts in this regard through its following schemes, which are not implemented state-wise:
(i) Khelo India;
(ii) Assistance to National Sports Federations;
(iii) Special Awards to Winners in International sports events and their Coaches;
(iv) National Sports Awards,
(v) Pension to Meritorious Sports Persons;
(vi) Pandit Deendayal Upadhyay National Welfare Fund for Sportspersons;
(vii) National Sports Development Fund; and
(viii) running sports training centres through Sports Authority of India(SAI).
Details of these schemes are in the public domain on the websites of this Ministry and Sports Authority of India.

(b): No scheme titled “Youth games and Sports Campaign Scheme” is implemented by the Government of India (Ministry of Youth Affairs & Sports).

(c) to (g): In view reply given in part (b) above, these questions do not arise.
