Question : Skill Development Training for Differently Abled

a) whether the Government has formulated any scheme to provide vocational training and skill development training to the persons with disabilities under Pradhan Mantri Kaushal Vikas Yojana to enhance employment opportunities for them ;
b) if so, the details thereof ;
c) Whether the Government provides grants to Non-Governmental Organisations (NGOs) for imparting vocational training to children with disabilities ;
d) if so, the details of the grant provided to various NGOs during the last three years, NGO-wise ;
e) whether the Government proposes to provide conditional assistance to the parents/families of persons with disabilities to ensure their proper care; and
f) if so, the details thereof?

UNSTARRED QUESTION NO. 2690 FOR 01.08.2017

(a) & (b) The Department of Empowerment of Persons with Disabilities (DEPwD) launched a National Action Plan for Skill Development of Persons with Disabilities(PwDs) in collaboration with Ministry of Skill Development of Entrepreneurship on 21st March, 2015. In order to implement this Plan financial assistance is provided under the Scheme for Implementation of Persons with Disabilities Act, 1995 (SIPDA). Skill Development of PwDs is done through a network of Empanelled Training Partners (ETPs) consisting of both Governmental and Non-Governmental Organisations. The training is provided on the trades and cost provided under the Common Norms prescribed by Ministry of Skill Development of Entrepreneurship. Skill training to PwDs is also provided through National Handicapped Finance and Development Corporation (NHFDC) and National Institutes of the DEPwD. During the last three years 81,318 PwDs were trained at the cost of Rs. 65.30 crore. The details are given below:

Further, this Department is running another scheme namely “Deendayal Disabled Rehabilitation Scheme (DDRS)” under which financial assistance is provided to Non-Governmental Organisations for various activities related to rehabilitation of persons with disabilities including vocational training.


(c) & (d) Under the “Vocational Training Centre” model project of the Scheme DDRS, grant-in-aid is provided to Non-Governmental Organisations (NGOs) for imparting vocational training to persons with disabilities (within the age group of 15-35 years). The details of grant-in-aid provided to various NGOs under this scheme is at Annexure – I.


(e) & (f) There is no proposal under the consideration of the Government to provide conditional assistance to the parents/families of persons with disabilities to ensure their proper care.
