Question : Railway Projects in Madhya Pradesh

(a) the details of the various rail projects being implemented in Madhya Pradesh;

(b) the number of such rail projects that have been approved but the work is yet to be started thereon;

(c) whether any project is proposed to be undertaken in Khargon Badwani Parliamentary Constituency and if so, the details thereof;

(d) whether survey of new rail project which has been completed is likely to be made operational in tribal areas; and

(e) if so, the steps being taken by the Government to expedite the approved rail projects and complete these projects in a time bound manner?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO. 1833 BY SHRI RODMAL NAGAR AND SHRI GAJENDRA SINGH PATEL TO BE ANSWERED IN LOK SABHA ON 08.12.2021 REGARDING RAILWAY PROJECTS IN MADHYA PRADESH


(a), (b) & (d) : Railway projects are sanctioned Zonal Railway-wise, not State-wise, as Railways’ projects may span across various State boundaries. However, Presently, 35 projects (8 new lines, 3 gauge conversion and 24 doubling), costing ` 81,638crore for 6,104 km length falling fully/partly in Madhya Pradesh are under different stages of planning/approval/execution which also include projects in tribal area. Out of which, 1124 km length has been commissioned and an expenditure of ` 21,305 Cr. has been incurred upto March 2021. These include:

• 8 New Line Projects covering a length of 1,979 km at a cost of `35,235 crore, out of which 355 km length has been commissioned and an expenditure of ` 5,678 crore has been incurred upto March 21.

• 3 Gauge Conversion Projects covering a length of 962 km at a cost of ` 11,231 crore, out of which 407 km length has been commissioned and an expenditure of ` 3,518 crore has been incurred upto March 21.

• 24 Doubling Projects covering a length of 3,163 km at a cost of `35,172 crore, out of which 362 km length has been commissioned and an expenditure of ` 12,109 crore has been incurred upto March 21.


Out of these projects, 05 projects ( all doubling) covering a length of 462 km at a cost of ` 6211.99 crore have been included/sanctioned in the last 3 years and current year ( from 2018-19 to 2020-21 & 2021-22).

Projects in the state of Madhya Pradesh are covered by South East Central Railway, West Central Railway, Central Railway, North Western Railway, East Central Railway, North Central Railway and Western Railway. The project-wise details of projects including expenditure and outlay are made available in public domain on Indian Railways website i.e. www.indianrailways.gov.in >Ministry of Railways > Railway Board > About Indian Railways > Railway Board Directorates > Finance (Budget).

(c) : Railway projects are not conceptualized on the basis of Parliamentary Constituency. However, survey for Khandwa-Dhar via Khargone and Barwani new line project (260 km) has been sanctioned and survey has been taken up.

(e) : The completion of any Railway project(s) depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, deposition of cost share by State Government in cost sharing projects, priority of projects, shifting of infringing utilities, statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project(s) site, number of working months in a year for particular project site due to climatic conditions etc. and all these factors affect the completion time of the project(s) .Railways is making all the efforts for expeditious completion of projects.

Various steps taken by the Government for effective and speedy implementation of railway projects include (i) prioritisation of projects (ii) substantial increase in allocation of funds on priority projects (iii) delegation of powers at field level (iv) close monitoring of progress of projects at various levels, and (v) regular follow up with State Governments and concerned authorities for expeditious land acquisition, forestry and Wildlife clearances and for resolving other issues pertaining to projects.

Railway has substantially increased budget allocations for Infrastructure projects & safety works, falling fully/ partly in State of Madhya Pradesh. Average annual Budget allocation for Infrastructure projects & safety works, falling fully/ partly in State of Madhya Pradesh, during 2014-19 has been enhanced to ` 4,213 crore per year from ` 632 crore per year (during 2009-14). Thus, the average budget allocation during 2014-19 is 567% more as compared to average allocation during 2009-14 (`632 Cr/Year). These allocations have been enhanced to ` 6,906 crore in 2019-20 and ` 6,509 crore in 2020-21 which are 993% and 930% more than the average allocation of 2009-14 (` 632 Cr/Year) respectively. Total allocation of Budget has further been enhanced to ` 7,700 crore in 2021-22, which is the highest ever budget allocation for the State of Madhya Pradesh and 1118% more than the average of 2009-14 (` 632 Cr/Year).
There is substantial increase in rate of commissioning since 2014. During 2009-14, 145 km ( 80 km of Gauge conversion and 65 km of Doubling projects), falling fully/partly in the state of Madhya Pradesh, have been commissioned at an average rate of 29 km per year. During 2014-21, 1327 km (293 km of New line, 579 km of Gauge conversion and 455 km of Doubling projects), falling fully/partly in the state of Madhya Pradesh, have been commissioned at an average rate of 189.57 km per year, which is 5537% more than average annual commissioning achieved during 2009-14.
