Question : NGOS UNDER NYKS



(a) the details of the activities undertaken by the Non-Governmental organisations working for youth through Nehru Yuva Kendras (NYKs) in the country, particularly in Odisha;

(b) whether the Government proposes to set up NYKs in the country including Odisha during the XII Five Year Plan;

(c) if so, the details thereof; and

(d) the details of the assistance provided to various State Governments and NGOs working in the country during 2012-13 and 2013-14 so far for promotion of youth development activities?

THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR SKILL DEVELOPMENT, ENTREPRENEURSHIP, YOUTH AFFAIRS & SPORTS (SHRI SARBANANDA SONOWAL)

(a) NYKS undertakes its activities through the affiliated youth clubs. NYKS does not undertake any activity through Non-Governmental Organizations.

(b) & (c) There are 623 kendras of NYKS are functioning in the country including 30 kendras in the State of Odisha. At present there is no proposal under consideration for opening of any new Kendra of NYKS.

(d ) The Department of Youth Affairs, Ministry of Youth Affairs & Sports provides financial assistance to State Governments and Non-Governmental Organizations(NGOs) for conducting various programmes viz. Youth Leadership and Personality Development; Promotion of National Integration; Promotion of Adventure; Development and Empowerment of Adolescent; and Technical and Resource Development under National Programme for Youth and Adolescent Development(NPYAD) Scheme. The details of Financial Assistance provided to various State Governments and NGOs working in the country during 2012-13 and 2013-14 for promotion of youth development activities are given at Annexure-I.

The Department of Youth Affairs, Ministry of Youth Affairs also provides financial assistance to State Governments under National Service Scheme (NSS,) a Centrally sponsored Scheme. The Details of financial assistance provided to State Governments during 2012-13 and 2013-14 are given at Annexure –II.

Similarly, Department of Sports provides financial assistance to NGOs under the Scheme of Sports and Games for the Disabled. Under this scheme, grants are provided for sports coaching and purchase of consumables & non-consumable sports equipment of Schools, for training of Coaches and for holding District, State & National level competitions for the disabled. The details of financial assistance provided to NGOs during the years 2012-13 and 2013-14 are given at Annexure –III.

Department of Sports also provides financial assistance to the State Governments under Rajiv Gandhi Khel Abhiyan (RGKA) for sports infrastructure and for holding annual rural sports competitions at Block, District, State and National level and under Urban Sports Infrastructure Scheme (USIS) for creation/upgradation of sports infrastructure.
