Question : Spinning and Weaving Capacities

(a) whether the Government is aware that there is a gap between demand and spinning & weaving capacities in the textile industry;

(b) whether the Government has taken the required steps to bridge the gap;

(c) if so, the details thereof; and

(d) whether the initiatives would lead to employment generation in the sector and if so, the details thereof?

(a) to (c): The installed capacity in the spinning and weaving segments as well as the production during last 3 years is given at Annexure. The installed capacity as well as production in the spinning and weaving segment during the last 3 years has shown an increasing trend with the exception of manmade filament yarn indicating that there is no gap between demand and spinning and weaving capacity in the textile industry.

(d): The Government has launched various initiatives for employment generation in the sector including:

(i) Amended Technology Upgradation Scheme (ATUFS) wherein Segments which have higher employment and export potential such as Garmenting and Technical Textiles will be eligible for capital subsidy at the rate of 15% subject to cap of Rs.30 crore as against others wherein subsidy is provided at a lesser rate.
(ii) SPELSGU - The Government has also recently launched a Scheme for Production and Employment Linked Support for Garmenting Units (SPELSGU) under ATUFS to incentivize production and employment generation in the garmenting Sector.
(iii) PMPRPY - Pradhan Mantri Paridhan Rojgar Protsahan Yojana (PMPRPY) has been designed to incentivize employers in the apparel sector for generation of new employment where Ministry of Textiles shall be paying additional 3.67% of the employer’s contribution in addition to Government bearing 8.33% EPF contribution of the employer in the PMRPY.
