Question : Post Offices

(a) the number of Head Post Offices, Post Offices and Sub-Post Offices in the country, State/UT-wise along with the number of such post offices proposed to be opened in the current financial year, State/UT-wise;

(b) whether the Government has computerised all the post offices of the country and if so, the details thereof including the number of computerised post offices, State/UT-wise and if not, the number of post offices which are yet to be computerised and the reasons therefor along with the steps taken by the Government in this regard;

(c) whether the Department of Posts (DoP) has incurred revenue losses in last few years and if so, the details thereof including the income and the expenditure during each of the last three years and the reasons therefor along with the steps taken by the Government to tide over the losses, if any, incurred by the DoP;

(d) whether the Government proposes to increase the rates of some postal services and products and if so, the details thereof, product and service-wise; and

(e) whether the Government proposes to set up more e-commerce centres and upgrade the existing ones to cater to the increasing demand of e-commerce parcel centre and if so, the details thereof and the time by which the said centres are likely to be set up?

(a) The State/UT-wise number of Head Post Offices, Sub-Post Offices and Branch Post Offices functional in the country are placed at Annexure-I. The Department of Posts has planned to open 166 new Branch Post Offices and 80 Sub Post Offices during the current financial year 2017-18 under the Scheme – “Rural Business & Access to Postal Network”. The Postal Circle-wise/State-wise allocation of physical targets have not been given so far.



(b) The State/UT-wise details of Computerised Post Offices are placed at Annexure-II. Details of Post Offices not computerised alongwith the reasons for non-computerisation are also given in this Annexure.

(c) Department of Posts takes action, from time to time, to induct technology and upgrade the system to cater to the growing market requirements and to increase revenue earnings. Further, the services and products are also reviewed from time to time to improve the postal services. Details of the deficit registered, including revenue and expenditure, over the last three years are given below:-

(d) The increase/revision of rates of postal products is an ongoing exercise carried out from time to time. There is no proposal to increase the rates of premium Business Development products at present.

(e) Setting up of additional e-Commerce Booking Centres and infrastructure upgradation is an ongoing process which is done to improve operational efficiency and reduce the losses by providing modern handling equipments to handle e-Commerce business with better efficiency.
