Question : Construction in CRZ Areas

(a) whether the Government has allowed construction of hotels, resorts, monuments, etc. in the areas notified under the Coastal Regulation Zone (CRZ) and if so, the details thereof;
(b) whether any environment impact study has been conducted with respect to the above amendments in the CRZ notification and if so, the details thereof; and
(c) if not, the reasons for permitting the said constructions in areas falling under the CRZ notification?

(a) Development activities along the coastline of the country are regulated under the Coastal Regulation Zone (CRZ) Notification, 2011. Under the CRZ regulations, the coastal stretches have been classified into four (04) broad categories. There are “No Development” Zones and “Regulated Development” Zones under the CRZ Notification. Hotels and Resorts are not at all permitted in the Ecologically Sensitive Areas namely, CRZ-I, including the inter-tidal zones. Such constructions are permitted only on landward side of existing authorized roads in CRZ-II areas and between 200m-500 m from the High Tide Line (HTL) in CRZ-III areas, with restrictions on Height of the building and Floor Space Index. Monuments/Memorials and allied facilities are permitted in CRZ areas as per provisions of the CRZ Notification, 2011.

(b) & (c) As per the CRZ Notification, 2011, developmental projects proposed in the CRZ notified areas require carrying out an assessment of environmental impact by the project proponents, before processing for CRZ clearance in this Ministry.
