Question : PROMOTION OF SSI IN J & K AND JHARKHAND



(a) whether the Government are implementing any schemes to promote small scale industries in Jammu and Kashmir and Jharkhand;

(b) if so, the details thereof;

(c) whether the Government have observed any improvement after implementation of these schemes in these States; and

(d) if so, the details thereof?

(a) & (b): For the promotion of Small Scale Industries (SSI) in the country including the States of Jammu & Kashmir and Jharkhand, the Government is implementing various schemes/programmes viz. Integrated Infrastructural Development Scheme (IID), Prime Minister`s Rozgar Yojana for setting up micro enterprises, Entrepreneurial, Managerial Training Programmes and Technical Skill Development Programmes through Small Industries Service Institutes (SISIs), Tool Rooms etc. Besides, Government has also announced a Comprehensive Policy Package on 30.8.2000, which inter-alia includes enhanced fiscal and credit support, better infrastructure, marketing facilities and incentives for Technology Upgradation. A Credit Guarantee Trust Fund has also been created which provides guarantee for bank loans to SSI Units upto Rs.25.00 lakhs without collaterals. A scheme to provide 12% back ended capital subsidy on projects of Technology Upgradation by SSI units in the specified sectors/sub-sectors is also being implemented. The State of J&K has its SISI in Jammu and an IID Centre at Village Battal Ballian, District Udhampur. The State of Jharkhand has its SISI in Ranchi and a Tool Room at Jamshedpur.

(c) & (d): While the development of small scale industries is primarily the concern of respective State Governments/Union Territories, the Central Government supports and supplements the efforts of the State Governments/Union Territories through implementation of its various programmes and schemes. The estimated number of registered SSI Units was 24829 in 1995 and 31848 in 2001 in the State of Jammu & Kashmir. The estimated number of registered SSI Units in the areas now forming the State of Jharkhand was 31331 in 1995 and 40324 in 2001.
