(a) & (b): Yes, Sir. The National Scheduled Castes Finance and Development Corporation (NSFDC) has formulated policy for improving institutional infrastructure, which includes development of software for e-governance of NSFDC schemes that aim at improving the operational efficiency, transparency and prompt delivery of services to the target group. Indian Institute of Public Administration (IIPA), New Delhi has been awarded consultancy to assist NSFDC to review the present management system, institutional structure and staffing.
The NSFDC has also adopted the policy to create alternate channels for providing finance to the target group especially in states where State Channelising Agencies (SCAs) are not availing disbursement. Agreements have been signed with 25 agencies, viz, public sector banks, regional rural banks and other agencies, as an alternate Channelising agencies.
(c): The steps taken by the NSFDC to improve effectiveness of the State Channelising Agencies (SCAs) include:
(i) Introduction of the ‘Incentive Scheme for SCAs for Development of Recovery Infrastructure (ISSDRI)’ which provides yearly incentive to SCAs on the basis of repayment to NSFDC and field recovery from beneficiaries. This incentive amount is to be utilized for development of recovery infrastructure by the SCAs.
(ii) Reimbursement of license fee to SCAs for obtaining their ISO certification.
(iii) NSFDC periodically organizes workshops/training for capacity building of officials of the SCAs.
