Question : Training Centres under SFURTI

(a) whether training centres have been started for capacity development of artisans associated with rural Micro, Small and Medium Enterprises such as bamboo, khadi and honey under the Scheme of Fund for Regeneration of Traditional Industries (SFURTI) by the Government, State-wise;

(b) if so, the details thereof, State-wise including Assam and Gujarat;

(c) whether any strategy has been formulated by the Government to expedite the functioning of industries working in traditional manner under the said scheme and if so, the details thereof; and

(d) the number of such training centres and clusters who are availing the benefits of SFURTI, State-wise including Assam and Gujarat?

(a),(b)&(d): Scheme of Fund for Regeneration of Traditional Industries (SFURTI) is a scheme to organize traditional industries and artisans into collectives and provide them with sustainable income. Under the Soft Intervention component of the scheme, skill development and capacity building activities are undertaken for artisans of all the approved clusters including bamboo, khadi and honey sector. As on date, 498 Clusters have been approved, a State-wise list of which, including Assam and Gujarat , is enclosed as Annexure-I.

(c): To expedite the functionalisation of clusters, the Government has reduced the timeline for implementation of clusters from 36 months to 18 months in March, 2020. On the approval of the project, 50% of the approved Govt. of India contribution is immediately sanctioned and the remaining 50% is sanctioned on actual utilization of 2/3rd of the released amount. Besides, orientation programmes are conducted with various stakeholders to expedite tendering process for construction of Common Facility Centres (CFCs) and procurement of machineries. In addition, there is also a provision of regular monitoring of the approved clusters.
