Question : Disposal of Urban Waste

(a) whether the Ministry in collaboration with Ministry of Environment, Forest and Climate Change has formulated any scheme for disposal of urban waste and if so, the details thereof; and

(b) whether the Government is contemplating any special action plan for North Eastern States including Assam in view of tourism potential in North-East and if so, the details thereof?

Answer given by the minister

(a) : No Sir.

(b) : Government has undertaken various schemes for urban infrastructure projects, including waste processing projects, which includes the following:

(i) Under North East Special Infrastructure Development Scheme (NESIDS), Ministry of Development of North Eastern Region inter-
alia provides financial assistance for physical infrastructure projects relating to water supply, power, connectivity and specially the projects promoting tourism. Projects which are not supported under any other schemes of Central or State Government are considered under NESIDS Scheme.

(ii) Under North Eastern Region Urban Development Projects (NERUDP), Ministry of Housing and Urban Affairs (MoHUA) funds the committed liabilities of the Asian Development Bank (ADB) funded projects for which ADB’s funding period has expired.

(iii) Under 10% Lumpsum Scheme, urban infrastructure projects in North Eastern Region are funded by MoHUA.

(iv) Under Swachh Bharat Mission-Urban (SBM-U), 35% of the project cost is funded as Grant Viability Gap Fund (VGF) for establishing waste management projects in North Eastern Region.
