Question : ULFA TRAINING COMPS IN MYANMAR



(a) whether ULFA rebels getting trained by NSCN as reported in the Times of India dated February 14, 2005;

(b) if so, whether it has come to the notice of security agencies that ULFA has outsourced training of its new recruits to the Khaplang Faction of the insurgent group the National Socialist Council of Nagaland at its camp at Leinong in Myanmar;

(c) if so, the details in this regard; and

(d) the corrective steps taken by the Government in this regard?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI S. REGUPATHY)

(a)to(c): The Government have received reports that United Liberation Front of Asom (ULFA) has established camps in the Myanmar Naga Hills and forged links with National Socialist Council of Nagaland (Khaplang).

(d): The Government has taken various steps to control the insurgency in North Eastern States. These include, inter alia, deployment of Para-military Forces and Army in the State, coordinated action by Army, Para Military Force and State Police for counter insurgency operations, declaration of insurgent groups as unlawful association under the Unlawful Activities (Prevention) Act 1967, declaration of `disturbed area` under the Armed Forces (Special Powers) Act, 1958, reimbursement of security related expenditure to the state Government and modernization/up-gradation of State Police Force. Regular review of the situation both at state and Central Government level is being made.
