Question : Skill Development Initiative Programme

(a) whether the Government is implementing the Skill Development Initiatives (SDIs) under the Modular Employable Schemes and if so, the details thereof:

(b) the details of main salient features of the initiatives along with financial and physical targets and achievements during each of the last three years and the current year, State/UT-wise;

(c) the number of beneficiaries under SDIs;

(d) whether Vocational Training Provider (VTP) are registered under the SDIs and if so, the details thereof, State/UT-wise;

(e) whether assessing bodies are affiliated with SDIs and if so, the details therof, State/UT-wise; and

(f) whether the Government has contemplated any action to stop the SDIs programme and if so, the reasons therefor?

Answer given by the minister

(a) The Government had implemented Skill Development Initiative (SDI) under Modular Employable Schemes from May 2007 to 31-03-2017. Under the scheme persons were trained on modular courses through net work of Vocational Training Providers (VTPs) located in different parts of the country. Skill acquired by the them were assessment by Assessing Bodies which has no role in training.

(b) to (d) Salient features of scheme were:-

(i) Demand driven short term training courses based on Modular Employable Skills (MES) identified and decided in consultation with Industry.

(ii) Optimum utilization of available existing infrastructure to make training cost effective.

(iii) Flexible delivery mechanism (part time, weekends, full time, and onsite) to suit needs of various target groups.

(iv) Testing of skills of an individual acquired informally in competency and issue of NCVT certification on qualifying it successfully.

(v) Testing of skills of trainees by independent assessing bodies which do not involve in training delivery, to ensure an impartial assessment by the employer itself.

(vi) Essence of the scheme is in the certification on vocational training from the NCVT that is nationally and internationally recognized in world of work in the Government (Center and State) as well as private sector. Statement indicating the State/UT-wise details of the number of beneficiaries under SDI scheme during the last three financial years is at Annexure -I

(e) Assessing bodies were empanelled under SDI scheme.

(f) The SDI scheme has already been closed down.
