Question : Free Treatment to Poor by Private Hospitals

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government has constituted any committee to monitor if free treatment to the poor is provided as per the norms by the private hospitals which were allotted land at subsidized rates;
(b) if so, the details thereof; and
(c) if not, the reasons therefor?

(a) to (c): As far as Clinical Establishments Act, 2010 is concerned, for grant of registration under the Act, the private hospitals located in the States/Union Territories (UTs), wherever the said Act is applicable, are required to comply with minimum standards approved by the National Council for Clinical Establishments (NCCE). These minimum standards, includes among other norms, a list of legal requirements to be complied with by a hospital, as made applicable by the local/State health authority.
Further, as per constitutional provisions, ‘Health’ is a State subject. It is within the domain of State/UT Government to formulate and implement such policies for provision of free treatment to the poor by the private hospitals, which are allotted land at subsidized rates and to constitute committee to monitor the same. The details in this regard are not maintained Centrally.
