Question : DEMAND AND SUPPLY OF POWER



(a) the total demand and supply of power along with power generated from various sources in the country during each of the last three years and the current year, State/UT-wise;

(b) whether there exists a sizeable gap between demand and supply of power, both during peak and non-peak hours, resulting in shortage of power in most of the States/UTs including Uttar Pradesh;

(c) if so, the State-wise details thereof for the said period along with the reasons therefor;

(d) the steps being taken or proposed to be taken by the Union Government to bridge the gap between the demand and supply of power in each State/UT of the country;

(e) whether the Union Government is contemplating to increase power supply to power deficient States from Central Generating Stations and if so, the details thereof; and

(f) the location-wise details of major projects being established in each State of the country along with expenditure involved therein?

THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR POWER, COAL AND NEW & RENEWABLE ENERGY ( SHRI PIYUSH GOYAL )

(a) : The State/UT-wise details of power supply position, during the last three years and for the current year ( April, 2014 to October, 2014), are at Annex-I. The power generated from various sources in the country during each of the last three years and the current year, State/UT-wise, are at Annex-II.

(b) & (c): The overall shortage of power varies from state to state depending upon the demand and supply of power. The reasons for demand and supply gap, inter alia, are:

(i) Less generation due to fuel shortage in some power plants. (ii) Low Plant Load Factor of some of the thermal generating units. (iii) Transmission and Distribution constraints (iv) Less Hydro generation because of poor monsoon in some areas. (v) High Aggregate Technical and Commercial (AT&C) losses of State Discoms. (vi) Poor financial health of State Utilities rendering it difficult for them to raise the resources necessary for making required investments to create adequate generation, transmission and distribution system. At times State Utilities are even unable to purchase power due to financial constraints.

(d) : The Central Government is taking the following steps to mitigate the shortcomings in supply of power:

(i) Generation capacity addition of 88,537 MW has been targeted for the 12th Plan from conventional sources. As against this, 48,026 MW has already been achieved.

(ii) Transmission lines of 1,07,440 ckm and 2,82,740 MVA transformation capacity have been targeted for the 12th Plan. As against this, 45,570 ckm of transmission lines and 1,56,354 MVA of transformation capacity has been achieved.

(iii) Two new schemes have been approved by the Government, namely Deendayal Upadhyaya Gram Jyoti Yojna and Integrated Power Development Scheme for strengthening of sub-transmission and distribution networks and for segregation of agricultural feeders.

(iv) Government of India has taken initiative to prepare Action Plans for providing 24X7 Power For All (PFA) in partnership with the States.

(v) Renovation & Modernization (R&M) of old power plants is planned by the concerned State and Central Power Utilities for improving the Plant Load Factor of power stations

(vi) The gap in indigenous coal availability is being met through enhanced coal production and coal imports for increased generation by thermal plants.

(vii) Promotion of energy conservation, energy efficiency and demand side management measures.

(viii) In order to support financial viability of State Distribution Utilities (Discoms), the Central Government had notified a Financial Restructuring Plan (FRP).

(ix) Expeditious resolution of issues relating to environmental and forest clearances.

(e) : The power supply to power deficit states would increase with commissioning of each new Central Generating Stations.

(f): The location-wise details of major projects Hydro and Thermal being established in each State of the country along with expenditure involved therein are at Annex-III & IV respectively.
