Question : ADHOC TEACHERS



(a) whether due to shortage of qualified teachers, the Central Universities are resorting to hiring adhoc teachers on contractual basis;

(b) if so, the details thereof and the number of adhoc teachers engaged by these Universities during the last three years, University and year-wise;

(c) whether any memorandum has been received from adhoc teachers for filling up of sanctioned teachers posts and if so, the reaction of the Government thereto;

(d) whether the Government has any plan for regularization of the services of these teachers and daily wagers who have worked for more than three years in these Universities; and

(e) if so, the details thereof ?

(a) & (b) The Central Universities are adopting different methods/process to address faculty shortages in order to ensure that studies of students are not affected. These include hiring ad-hoc faculty, appointing temporary faculty, engaging services of retired teachers and engaging visiting faculty etc.

Data relating to appointment of adhoc / contractual teachers by Central Universities are not maintained centrally. However, as per University Grants Commission (UGC) Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the maintenance of standards in Higher Education 2010, the teachers should be appointed on contract basis only when it is absolutely necessary and when the student-teacher ratio does not satisfy the laid down norms.

(c) UGC has not received any such memorandum from Central Universities.

(d) & (e) No such proposal is under consideration in UGC to regularize the service of daily-wagers or contract workers working for more than three years in Central Universities.
