Question : Promote Skill Development and Entrepreneurship

(a) whether there is a shortage of institutions to promote skill development and entrepreneurship in the country, if so, the details thereof; and

(b) the number of institutions set up to promote skill development and entrepreneurship in the country so far, State-wise?

Answer given by the minister

(a) to (b) The Ministry of Skill Development and Entrepreneurship (MSDE) is responsible for co-ordination of all skill development efforts across the country, building the vocational and technical training framework, skill up-gradation, building of new skills, and innovative thinking not only for existing jobs but also jobs that are to be created. The Ministry aims to skill on a large scale with speed and high standards in order to achieve its vision of a ''Skilled India''. It is aided in these initiatives by its functional arms/institutions like National Skill Development Agency (NSDA), National Skill Development Corporation (NSDC), National Skill Development Fund (NSDF), Directorate General of Training (DGT), Sector Skill Councils (SSCs), National Institute of Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IIE) etc. Further, collaborations with relevant Central Ministries, State governments, international organizations, industry and NGOs have been initiated for multi-level engagement and more impactful implementation of skill development efforts.

Under Skill India Mission, initiative has been taken to set up Model Skill Centres called Pradhan Mantri Kaushal Kendras (PMKKs) in districts. So far, 837 PMKKs have been allocated throughout the country. The state wise list of the allocated PMKKs is placed at Annexure-I.

The Long term training is provided through Industrial Training Institutes (ITIs). There are 14495 ITIs spread across the country. The state-wise details of the ITIs are placed at Annexure-II.

Further, Ministry of Rural Development (MoRD) in partnership with 31 Banks and state governments is supporting Rural Self Employment Institutes (RSETIs) for skilling of rural youth to take up gainful self-employment. At present, 582 RSETIs are functional in 562 districts across the country which is engaged in promoting skill development and entrepreneurship of unemployed youth with a focus on rural poor candidates. RSETIs undertake 56 courses which are aligned with National Skill Qualification Framework (NSQF). The state-wise details of functional RSETIs are placed at Annexure III.

In addition to the above, MSDE is also converging with more than 20 central ministries/departments which are running schemes/programmes to impart skill training. States are also imparting training through State Skill Development Missions (SSDMs). So far, SSDMs are set up in 34 States/ UTs.
