Question : ALLOCATION FOR SPECIAL PROGRAMMES IN ORISSA



(a) the allocation made by the Union Government to Orissa for special programmes / special schemes including KBK plan up to the financial year 2003-2004, scheme-wise, programme-wise and year-wise;

(b) whether the objectives of these special programmes have been achieved;

(c) if not, the reasons therefor; and

(d) the measures taken by the Government to achieve the short term and long term action plans of KBK areas ?

(a): Prior to 2002-03, Planning Commission was allocating Additional Central Assistance for the KBK districts of Orissa to supplement the efforts of the State Government for the development of these districts. An amount of Rs.243.95 crore was released from 1998-99 to 2001-02. In order to give focused attention, the Special Plan for the KBK districts has been included as one of the components of the Rashtriya Sam Vikas Yojana from the financial year 2002-03. The Plan focuses on tackling the main problems of drought proofing, livelihood support, connectivity, health, education, etc. as per local priorities. Special Central Assistance of Rs.200 crore during 2002-03 and Rs.250 crore during 2003-04 was released to the State Government under the Special Plan. Statement indicating the allocations made for the schemes under various sectors during 2002-03 and 2003-04 is annexed.

(b): The objectives of the Special Plan are inherent in the schemes covered under the programme and are being achieved.

(c): Does not arise.

(d): In order to strengthen the support to the area, the Special Central Assistance for the Plan for these districts is now being given as 100 per cent grant and has been enhanced as indicated in reply to part (a) of the question above. In addition, the State Government have conferred higher administrative and financial powers on the Chief Administrator, Special Area Development (KBK) Project and the Deputy Chief Administrators with a view to avoid procedural delays and improve programme implementation. Further, a district level committee has been constituted for each district to formulate Action Plans as well as review and monitor the schemes.
