Question : Functioning of Sports Bodies

(a) whether the Government proposes to streamline/overhaul functioning of various sports bodies/clubs/federations in the country and if so, the details thereof;
(b) whether the Government is aware that many of such sports federations/clubs/bodies in the country are headed/managed by persons having inadequate or no sports background/experience and if so, the details thereof along with the reaction of the Government thereto;
(c) whether the Government is aware of the issues of alleged mismanagement and disputes in the various such bodies/ federations including for Gymnastics, Basketball and Boxing in the country and if so, the reaction of the Government thereto along with the remedial steps taken/being taken by the Government with regard to such bodies/federations including the Sports Authority of India;
(d) whether the Government proposes to bring all such sports bodies/federations under the ambit of Right to Information Act-2005 and if so, the details thereof; and
(e) whether the Government is aware of poor performance in the Olympics-2016 and if so, the steps proposed to be taken by the Government for fixing accountability for the same and other instances of mismanagement by the concerned officials for the Olympics-2016?

(a) The Government has brought out a National Sports Development Code of India 2011, which lays down basic universal principles of good governance for National Sports Federations (NSFs).
(b) As per the National Sports Development Code of India, 2011 the strength of prominent sports-persons with voting rights should be a certain minimum percentage, say 25%, of the total members representing an NSF. NSFs are required to follow the Sports Code.
(c) In the event of failure to comply with the Code, the Government suspends recognition or even derecognizes NSFs. In respect of Sports disciplines where recognized NSFs are not in position due to any reason, assistance to the athletes under the Scheme of Assistance NSFs is given through Sports Authority of India.
(d) Vide Order dated 30.03.2010 Government has declared all NSFs getting Government grant of Rs. 10.00 lakh or more as Public Authorities under the RTI Act.
(e) Participation in Olympics is through qualification and India sent its largest contingent ever for participation in Olympics in 2016. This in itself was a big achievement. Department has held consultations with various stake holders including eminent sportspersons, coaches, NSFs, etc. and has decided, among others, to enhance performance monitoring, emphasize on greater role of coaches in devising training programmes of medal prospects and strengthen sports science set–up. It has been decided to issue open advertisement for hiring foreign coaches wherever possible. Further, NSFs have been advised by the Department to identify medal prospects and their support staff for the 2020 Olympic Games so as to ensure that the core probables get support of dedicated world class support staff on a continuing basis to be able to work as a coherent team and deliver. Review of performance and taking of measures for improvement is an ongoing process.
