Question : Review of Central Sector Schemes

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the State Governments have requested the Union Government to enhance the allocation of funds under National Health Mission (NHM), if so, the details thereof;

(b) the details of funds requested by the State Governments and funds allocated to each State for implementation of Central Sector Schemes under NHM during the financial year 2015-16 and 2016-17 and proposed for 2017-18;

(c) whether the Union Government has convened the meeting of National Programme Coordination Committee recently to review the Central Sector Schemes, if so, the outcome thereof;

(d) whether various State Governments have requested the Union Government to increase the central share for implementation of schemes under NHM, if so, the details thereof and response of the Union Government thereto; and

(e) the present sharing pattern for implementation of schemes under NHM?

(a) & (b): Specific requests have been received States/UTs of Kerala, Jammu & Kashmir, Himachal Pradesh, Lakshadweep and Uttarakhand to enhance the allocation of funds under National Health Mission (NHM) to improve health care facilities and for expanding its reach to remote and backward areas. However, under NHM, the Central allocation of a State is determined on the basis of population, area and a weight-age factor which depends on health lag and socio economic backwardness.

Under the Centrally Sponsored Scheme (CSS) of National Health Mission (NHM), a statement showing State-wise funds allocated during the financial year 2015-16, 2016-17 and proposed for 2017-18 is Annexed.



(c): National Programme Coordination Committee (NPCC) meetings are organized to appraise the State Programme Implementation Plans (PIPs) and are not organized to review the Central Sector Schemes.

(d) & (e): In 2015-16, the Government of India decided to reduce the Central share under NHM from 75% to 60%. This was done keeping in view the increase in devolution of taxes to States as per the recommendation of Fourteenth (14th) Finance Commission. When the Central share was reduced, some States requested the Ministry to retain the earlier percentage of Central share for NHM. However, all the States have been readily participating and contributing their share as per the revised sharing formula of Centrally Sponsored Schemes like NHM.
