Answer given by the minister

MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (Dr. D. PURANDESWARI)

(a): As per Section 3 of University Grants Commission (UGC) Act, 1956, it is the Central Government which may, on the advice of the Commission, declare, by notification in the Official Gazette, any institution for higher education, other than a university, as deemed to be a university for the purposes of the said Act.

(b): Neither any recognition nor de-recognition of institutions as institutions deemed to be universities is possible by the State Governments or UGC or Distance Education Council (DEC). On public concerns regarding decrease of academic standards in such institutions, the Government ordered review of functioning of all deemed to be universities by a Committee of eminent academics, and as many as 44 of these institutions were found deficient and unfit to continue as such. The matter is sub judice in the Supreme Court of India in WP(C) No.142 of 2006.
