Question : MISUSE OF FUNDS UNDER TRIBAL DEVELOPMENT SCHEMES



(a) whether the Government has received reports regarding misuse of funds under the centrally sponsored tribal development schemes during the last three years;

(b) if so, the details thereof, State-wise;

(c) whether the Government had constituted any committee to look in to the misuse of funds;

(d) if so, whether the said committee has submitted its report to the Government; and

(e) if so, the details thereof and the action taken against the defaulting agencies ?

Statement in reply to Lok Sabha Starred Question No.626 dated 10.5.05

(a) & (b): During the year 2001-02 and 2002-03, the Ministry of Tribal Affairs received reports regarding misuse of grants-in-aid released to the State Governments of Madhya Pradesh and Andhra Pradesh respectively under the Post Matric Scholarship scheme, a Centrally Sponsored Scheme being implemented by the Ministry. The matter was taken up with the State Governments concerned who furnished the following details:

Madhya Pradesh: 30 different institutions were found to be involved in irregularities in the disbursement of scholarships to ST/SC/OBC students of MP and the total amount involved is Rs.1,67,19,827. An FIR has been lodged with the police in respect of all these 30 institutions.

Andhra Pradesh: In the preliminary report it was revealed that an amount of Rs.20,54,540/- was drawn by two colleges viz. (i) DVR Jr. College, Jubilee Hillsand (ii) Chanikya College, Krishna Nagar. Thereafter the State Government appointed a Committee to investigate the total fraudulent withdrawal of scholarship. This Committee reported that an amount of Rs.3,80,08,081/- has been paid by the Pay and Accounts Office of the state government without corresponding entries in the register of the state Tribal Welfare Department and this involved different colleges.

(c): No, Sir. The Ministry of Tribal Affairs has not constituted any Committee to look into this matter because the misuse of funds has to be examined by the State Governments and they have already initiated action in the matter.
