(a) the salient feature of the Centrally sponsored schemes viz. (i) Rehabilitation of Bonded Labour, (ii) Equipment Modernisation and Maintenance, (iii) Introduction of Trades in Industrial Training Institutes, (iv) Setting up of New Women Wing and (v) Management Information System;

(b) the criteria for allocating funds under each scheme to the States and corresponding Central Share; and

(c) the details of proposals received, fund released and utilized by the State during the last three years, State-wise?

(a) & (b): The Centrally Sponsored Scheme -
(i) Rehabilitation of Bonded Labour was formulated by the Government in 1978. As modified in May 2000, the rehabilitation assistance is provided to the extent of Rs.20,000/- per bonded labour. The expenditure is shared by the Central and State Government concerned on 50:50 basis. In the case of North Eastern States and Sikkim, 100% rehabilitation grants may be provided in case these State Governments fail to provide their share (50%). In the revised scheme, Central grants are also provided for conducting surveys of bonded labourers, awareness generation and evaluation studies.

The salient features of other centrally sponsored schemes are as under:

(ii-a) Modernisation of Equipment: To assist States/UTs in replacing obsolete and outdated equipment in 378 Industrial Training Institutes (ITIs).

(ii-b) Equipment Maintenance System: To establish 19 Equipment Maintenance Workshops in States and 100 Machine Maintenance Cells in (ITIs).

(iii) Introduction of New Trades in (ITIs): To expand 205 existing ITIs by introducing 376 new trades.

(iv) Setting up of New Women ITIs /Wings: To expand the Women`s Vocational Training Programme by establishing 100 new women ITIs /Wings.

(v) Management Information System (MIS): To establish a comprehensive Management Information System by establishing 18 MIS Units in State Training Headquarters.

The central share for the above schemes was 50% of the cost except for the scheme - `Management Information System`, which was 100% funded by the Central Government. These schemes have, however, been already closed on 31.3.2002.

(c): The details of State-wise release/utilization of funds during the last three years under the schemes of Rehabilitation of Bonded Labour and other Schemes for the Vocational Training Project are at Annexure-I & II respectively.
