Question : Campuses of Foreign Institutions

(a) whether the Government is considering to allow the foreign educational Institutions / universities to set up their campuses in the country and if so, the details thereof;
(b) whether the Government proposes to bring a legislation in this regard and if so, the details thereof along with its salient features;
(c) whether the Government has held any consultations with all stakeholders and if so, their reaction thereto; and
(d) whether the Government has received any proposals from the foreign nationals/institutions to set up universities/ campuses and educational institutions in
the country and if so, the details thereof and the action taken by the Government thereon?

(a): No, Madam. The Ministry of Human Resource Development had introduced the Foreign Educational Institutions (Regulation of Entry and Operations) Bill, 2010 in Parliament on 3rd May, 2010, which sought to put in place a mechanism to regulate the entry and operations of Foreign Educational Institutions in India. However, with the dissolution of the 15th Lok Sabha, the Bill has since lapsed.
(b): No, Madam. At present there is no such proposal, since no policy decision has been taken in this regard.
(c): Yes, Madam. Before the introduction of the Foreign Educational Institutions (Regulation of Entry and Operations) Bill, 2010 consultation were held with all stakeholders.
(d): No, Madam, no such proposal has been received by this Ministry.
