Question : Traffic Management System

(a) whether a study conducted by Institute of Road Transport Education (IRTE) has reported that traffic violations is the prime cause of accidents on National Highways;

(b) if so, the details thereof along with the reaction of the Government thereto;

(c) whether it is a fact that the role and responsibilities of traffic management agencies are over lapping and not properly defined; and

(d) if so, the details thereof and the steps taken by the Government to prepare a national plan to improve road safety and better traffic management system in the country?

(a) & (b) Ministry of Road Transport & Highways has not received any such report.

(c) & (d) Enforcement of various provisions of Motor Vehicles Act, 1988, including traffic management comes within the purview of the State Governments. However, the Government has approved a National Road Safety Policy in line with the globally accepted strategy to improve road safety based on 4 ‘E’s viz. Education, Engineering, Enforcement and Emergency Care. Based on this, a draft action plan has been circulated to the States.
