(a): No, Sir. At present, there is no such proposal.
(b): IFFCO has informed that they have conducted Nano DAP Research trials on 10 crops across 34 locations in 20 states under the National Agriculture Research System (NARS). However, the results of these trials have not been submitted to Government of India for evaluation.
(c); Department of Agriculture & Farmers Welfare has notified the specifications of Nano Urea and M/s IFFCO has been allowed to manufacture Nano Urea vide notification dated 24th February, 2021.
IFFCO has set up the World’s first manufacturing facility with a production capacity of 1,50,000 bottles per day (500 ml size) of Nano Urea (Liquid) fertilizers at its Kalol unit in Gujarat and the commercial production has commenced w.e.f 1st August, 2021. As on 27th November, 2021, 1,15,21,789 bottles (500 ml size) of Nano Urea (Liquid) fertilizer have been produced at IFFCO Nano Fertilizer Plant at Kalol.
(d): Government of India brought in New Investment Policy (NIP) – 2012, to facilitate fresh investment in the urea sector and to make India self-sufficient in the urea sector by setting up of new plants / reviving the existing plants. Under the policy, Matix Fertilizers and Chemicals Ltd.(Matix), Chambal Fertilizers and Chemicals Ltd. (CFCL) and Ramagundam Fertilizers and Chemicals Ltd.(RFCL) set up new urea plants of 12.7 Lakh Metric Ton per annum (LMTPA) at Panagarh-West Bengal, Gadepan-Rajasthan (Gadepan-III) and Ramagundam-Telangana respectively. In addition, revival of two closed units of Fertilizers and Chemicals India Ltd. (FCIL) namely Gorakhpur and Sindri and one closed unit of Hindustan Fertilizers and Chemicals Ltd. (HFCL) at Barauni each of 12.7 LMTPA capacity is also facilitated under NIP-2012. An exclusive policy has been notified for revival of Talcher unit of FCIL by setting up a new urea plant of 12.7 LMTPA. Setting up of new urea plant of 8.646 LMTPA capacity in the existing premises of BVFCL was approved by cabinet.
Government of India has also notified the New Urea Policy (NUP) – 2015 for existing 25 gas based urea units with the objective of maximizing indigenous urea production; promoting energy efficiency in urea production; and rationalizing subsidy burden on the Government. NUP-2015 also envisages the provision to incentivize beyond Re-assessed Capacity (RAC) production which has led to additional production of 20-25 LMTPA as compared to urea production during 2014-15.
In case of P&K Fertilizers, India is 90% import dependent in case of Phosphate, either on raw material of finished fertilizer and 100% in case of Potash at present. However, the Government of India has taken following steps:
i. Long Term Agreement:
1. An Agreement of Indent has been signed between four Indian PSUs and Russian company for supplying of DAP/NPK in 2022.
2. Roadmap is in place to ensure regular and sufficient supply of DAP and its raw materials to country at reasonable prices from various countries have been made.
ii. Other efforts made:
1. DoF granted permission to Madhya Bharat Agro Product Limited Unit-II Banda Sagar, MP for production of 1,20,000 MT per annum of DAP.
2. On exploration of minerals for raw materials for DAP & other fertilizers in India, discussion is in place with Ministry of Mines, Geological Survey of India, Mineral Exploration Corporation Limited and Projects & Development India Limited.
3. PDM or Potash Derived from Molasses (0-0-14.5-0) has been included under NBS scheme vide notification dated 13.10.2021.
