Question : Custodial Deaths

(a) whether there has been a sharp increase in the incidents of deaths in police custody in the country and if so, the details thereof;

(b) the total number of such cases reported, persons convicted and the action taken against the guilty along with the steps taken to solve all the cases during each of the last three years and the current year, State-wise;

(c) the number of minors, especially children aged below 14 years who have died in police custody during the said period, State-wise;

(d) the number of children belonging to the Scheduled Castes/Scheduled Tribes out of the said custodial deaths; and

(e) the percentage of the custodial deaths of children out of the total cases of custodial deaths along with the corrective steps taken by the Government in this regard?

STATEMENT IN REPLY TO PARTS (a) to (e) OF LOK SABHA STARRED QUESTION NO.264 FOR 21.03.2017.
(a) & (b): As per information submitted by National Crime Records Bureau (NCRB), a statement indicating State-wise deaths reported under police custody, cases registered, judicial enquiry conducted, police personnel charge sheeted and police personnel convicted during 2013 to 2015 is given at Annexure-I.
(c) to (e): Specific information in respect of children below 14 years is not available with NCRB separately.
