Question : Losses in NHAI

(a) whether the national Highways Authority of India (NHAI) has incurred a loss of nearly Rs. 850 crores due to change of scope in 25 projects in the country;

(b) if so, the details thereof;

(c) whether one of the reasons for the said loss is that NHAI did not appear to have adopted objective criteria in selecting highways for improvement; and

(d) if so, the details thereof and the remedial/corrective action taken thereon?

(a) to (d) No Madam. Change of scope is an accepted mode of addressing necessary changes during the course of project implementation. The change in scope is generally mandated due to actual site requirements that may come up at any stage during implementation of projects. There is no question of any loss due to change in scope, as payment is made as per the actual work carried out.
