Question : Upgradation of NH in Jharkhand

(a) whether any proposal of Jharkhand and Bihar Governments for upgrading State Highways to National Highways is pending with the Government;

(b) if so, the details thereof;

(c) the details of the received/sanctioned/pending projects in regard to various States for the National Highway Projects during the last two years and the expenditure likely to be incurred on these projects;

(d) the status of all the pending proposals and the reasons for delay in their approval; and

(e) the time by which the pending projects are likely to be sanctioned?

(a) and (b) The Ministry keeps on receiving proposals from various State Governments including those from the State Government of Jharkhand and Bihar etc., for declaration of State roads as new National Highways (NHs) from time to time. The Ministry considers declaring some State roads as new NHs from time to time based on the requirement of connectivity, inter-se priority and availability of funds.

At present, total length of NHs in the States of Jharkhand and Bihar is about 2,653 km and 4,838 km respectively. Further, Ministry has also approved “In Principle” declaration of about 2,740 km and 2,405 km of State Roads as new NHs in the States of Jharkhand and Bihar respectively subject to the outcome of Detailed Project Reports (DPR) and the Ministry has initiated the task of preparation of the said DPRs.

(c) to (e) The State/Union Territory (UT)-wise details of the proposals received / sanctioned during the last two years is at Annexure-I. The proposals for NH development are sanctioned as per the approved Annual Plans finalized on the basis of inter-se priority, availability of funds and traffic levels. The proposals which are not included in the approved Annual Plan, are not sanctioned during the financial year and are returned to the respective States/ UTs.
