(a) whether Central Government Health Scheme (CGHS) is functional in all the
States of the country;
(b) if not, the number of States not covered under CGHS;
(c) whether the Government are aware that Goa and Chhattisgarh States are not
covered under this scheme;
(d) if so, the reasons therefor; and
(e) the steps taken by the Government to cover all the States including Goa and
Chhattisgarh under the CGHS?

(a): CGHS is functional in 18 states and 2 Union Territories of the country.
(b): 10 states are not covered under CGHS.
(c) to (e): Yes. Goa and Chhattisgarh are not covered under CGHS. There is,
at present no proposal to expand CGHS to new locations due to severe resource
constraints, especially the acute shortage of qualified medical and paramedical
professionals, besides financial and logistic constraints.
