(a) Samagra Shiksha envisages the school as a continuum from Pre-School to Senior Secondary levels, also sometimes referred to as KG to 12. Early Childhood Care and Education (ECCE) is an important component of Samagra Shiksha which not only increases the progress and achievement of children in primary schools but also lays the foundation for future growth, learning and development, develops positive attitudes and the desire to learn. To improve early childhood care and education, Samagra Shiksha scheme lays emphasis on ensuring coordination and convergence with the Ministry of Women and Child Development for curriculum development, capacity building and training of Anganwadi workers, mentoring and support by school teachers and headmasters as also augmenting learning materials.

(b) As per New Education Policy (NEP), the Planning and implementation of Early Childhood Care and Education curriculum will be carried out jointly by the Ministries of Education, Women and Child Development, Health and Family Welfare and Tribal Affairs.
