Question : National Afforestation Programme

(a) whether the Government has set any target for tree plantation under the National Afforestation Programme in the country;
(b) if so, the details of during each of the last three years and the current year, State-wise;
(c) whether the said targets has been achieved;
(d) if so, the details thereof, and if not, the reasons therefor;
(e) whether the Government has earmarked adequate funds for implementation of the National Afforestation Programme (NAP); and
(f) if so, the details of the funds allocated/utilised during the last three years, State-wise?

(a) to (f) The National Afforestation Programme (NAP) Scheme aims afforestation in identified degraded forest lands with people’s participation and decentralised forest governance. Under NAP, no allocation of afforestation targets is done and the Scheme is demand driven where afforestation area is sanctioned to the States on the basis of the size of their Annual Plan of Operation (APO), their past performance, availability of potential degraded forest land there and availability of central budget. An amount of about Rs. 3545 crores has been released to the States and utilized for afforestation in an area of about 21 lakh hectare under NAP since its inception in 2000-02 to 2014-15. The Statewise details of area sanctioned and funds released for last three years and current year are given at Annexure-I & II.
NAP has been implemented as 100% Centrally Sponsored Scheme until 2014-15. During 2015-16 onwards the funding pattern has been changed to 90:10 and 60:40 as Central and State share in case of 11 North Eastern & hilly States and rest of India respectively. Accordingly, the budget allocation for the current year has been reduced to Rs. 100 crores under NAP as Central share.
