Question : SHORTAGE OF DRINKING WATER



(a) whether the Government has reviewed national Rural Drinking Water Project (NRDWP), if so,the outcome thereof;

(b) whether the Government proposes to launch Public-Private Partnership Mode under NRWDP,if so, the details thereof; and

(c) whether any State/UT have requested for additional funds/3rd instalments under NRDWP, if so, the details thereof including Rajasthan, State/UT-wise the action taken by the Government thereon?

(a) The Ministry of Drinking Water & Sani- tation reviews the implementation of the National Rural Drinking Water Programme

(NRDWP) periodically by conducting nati- onal and regional reviewmeetings and video conferences with the State Department officers dealing with rural water supply. Conferences of State Secretaries in-charge of Rural Drinking Water Supply of all States are frequently held, wherein the progress achieved under NRDWP is reviewed. A National review meeting in order to review the progress of NRDWP was recently held on 22.01.2015. Area Officers/ Technical Offi- cers of the Ministry also visit the States to observe the progress of implementation of the programme. The review meetings and visits provide information about the imple- mentation of the Programme and enables the Government of India and State Governments to focus on the areas where progress is lacking.

(b) In the NRDWP guideline, provision exists for implementing projects under the Public Private Partnership (PPP) mode for providing drinking water supply in rural areas. However, itis for the State Governments to decide on implementing rural water supply projects in the PPP model in their State.

(c) Under the National Rural Drinking Water Programme (NRDWP) guidelines there is no pro- vision for granting additional funds/3rd instalments to States/UTs. However, States may get additional/3rd instalment of funds which is released to the States at the end of the financial year after taking into account the requirement of the State/UT, the extent of expenditure of the funds already released to the State/UT, and the availability of savings at the national level. So far Haryana , Arunachal Pradesh, Kerala, Tamil Nadu, Sikkim, Telangana, Tripura, Assam, Punjab, Meghalaya and Uttar Pradesh have requested for 3rd ins- talment of funds.
