Question : Pharma Price Data Bank


(a) whether the Government has launched Pharma Price Data Bank for Pharma industry and if so, the salient features thereof and the extent to which such move is likely to be beneficial for the consumers;

(b) whether any nodal agency has been entrusted with the responsibility for management and operation of the data bank and if so, the details thereof;

(c) whether all pharma manufacturers / importers / distributors are required to submit mandatory information online under the said scheme; and

(d) if so, the details thereof including the response received from the stakeholders and the steps being taken by the Government to ensure submission of timely information for smooth functioning of the Pharma Price Data Bank?

MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SHRI HANSRAJ GANGARAM AHIR)
(a) : Pharma Price Data Bank’ (renamed as ‘Pharma Data Bank’), an Integrated Pharmaceutical Database Management System (IPDMS) has been launched on 25.06.2015 with a view to providing a platform to the Pharmaceutical Manufacturing/Marketing/ Importing/ Distributing Companies to file online, mandatory returns prescribed in Form II, Form III and Form V of the Drugs (Prices Control) Order, 2013 (DPCO, 2013). The database also provides a facility for submitting Form-I application for price approval of ‘new drug’ under DPCO, 2013.
(b): The above said portal was developed in collaboration with National Informatics Centre (NIC). The responsibility of management and operation of the pharma data bank is carried out by the NPPA with the support of NIC.
(c) & (d): All manufacturers / importers / distributors are required to submit mandatory information on-line, through IPDMS to the NPPA. In this regard, NPPA has issued Gazette Notification vide S.O. No. 1910(E) dated 13.07.2015.
