Question : SPECIAL PURPOSE VEHICLE PROJECTS



(a) the progress of projects undertaken through Special Purpose Vehicle (SPV) route under the National Highways Development Project, Project-wise;

(b) the number of ports to be connected with nearest National Highways under NHDP; and

(c) the fresh steps taken to ensure time bound execution of all the projects under NHDP?

THE MINISTER OF STATE OF THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (MAJOR GENERAL (RETD.) B.C.KHANDURI)

(a) As in the Annex.

(b) Ten major ports are proposed to be connected with nearest National Highways. However, these projects are not dealt with separately and not under National Highway Development Project (NHDP).

(c) Steps taken to ensure time-bound execution of projects under NHDP are as under:


(i) the contracts for works provide for bonus for early completion and penalty for delays;

(ii) close monitoring of the projects by National Highways Authority of India (NHAI) and Ministry;

(iii) speedy completion of pre-construction activities like land acquisition, tree cutting and shifting of utilities;

(iv) speedy-decision making;

(v) prompt payment to contractors; and

(vi) regular interaction jointly with consultants, builders and NHAI at Minister`s level.

The progress of projects undertaken through Special Purpose Vehicle (SPV) route under the National Highways Development Project:

(i) Total length : 307 km.
(ii) Under implementation : 113 km.
(iii) To be awarded : 194 km.
(iv) Target date of completion : December, 2005.
