Question : Utilisation Certificates for MPF Funds

(a) whether all the State Governments have submitted Utilisation Certificates for the funds released for 2015 and 2016 under the Modernisation of Police Force (MPF) Scheme as per General Financial Rules which is required for release of further funds and if so, the details thereof;

(b) whether concurrent audit of MPF Scheme by the Internal Audit Wing of the Ministry of Home Affairs has been conducted to curb corruption/misuse of funds for the past three years; and

(c) if not, the reasons therefor?

(a) No, Madam. Under the scheme of Modernisation of Police Forces(MPF), Utilisation Certificates(UCs) for the funds released up to the financial year 2015-16, which are required for release of further funds as per General Financial Rules, are awaited from the following States, as on 05.02.2018, for the amount shown against them:
