STATEMENT
STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED
QUESTION NO.313 FOR 24.07.2009 REGARDING IMPLEMENTATION OF
UIDS.
(a): The details of the projects sanctioned and funds
released under the Urban Infrastructure Development Scheme
for Small and Medium Towns (UIDSSMT) of the Jawaharlal
Nehru National Urban Renewal Mission (JNNURM) during last
three years are given State-wise and Year-wise in the
Annexure-I.
(b)to(d): Under the scheme, State Level Sanctioning
Committee (SLSC) of respective states is empowered to
sanction, implement and monitor the projects along with
monitoring of urban reforms undertaken by the State/ Urban
Local Bodies (ULB). The role of Ministry of Urban
Development is to recommend the proposal of States/Union
Territories (UTs) to Ministry of Finance for release of
first instalment subject to availability of State
allocation and signing of Memorandum of Agreement (MoA) for
implementation of Urban Reforms. After assessing the
requisite utilization of 1st instalment of funds and also
the achievement of reforms, the proposal of the states for
release of second instalment is recommended to Ministry of
Finance.
It is noted that in some smaller towns, due to lack
of adequate technical competence, project implementation is
hampered. Further some small towns are not able to provide
the timely information as per Quarterly Progress Reports
for proper monitoring of projects and reforms. In order to
add to capacity of ULBs of small towns, Project Monitoring
Units (PMUs) which are in operation under Urban
Infrastructure and Governance (UIG) component of JNNURM
have been entrusted to work for UIDSSMT projects also.
Similarly, to help implementation and monitoring of
projects by the small town ULBs, SLSCs have been empowered
to sanction one Project Implementation Unit (PIU) for every
15 projects sanctioned in the state.
Initially an amount of Rs.6400 crore was provided for
UIDSSMT for the Mission period of seven years from
2005-2012 which was distributed state-wise on the basis of
urban population as per Census 2001, excluding the
population covered under UIG. However, most of the states
have recommended projects requiring central assistance
beyond their 7 year allocation. As all the projects
approved by the SLSCs could not be accommodated within the
allocation provided for the Mission, Ministry of Finance
and Planning Commission were requested for providing
additional allocation to clear the liability of pending
projects. In December 2008, the Government provided an
additional allocation of Rs.5000.00 crore for release of
funds for the projects approved up to December 2008 on the
norms of `one-town-one project`. 80 projects have been
completed so far.
The State of Goa and Union Territories of Lakshadweep
and Andaman & Nicobar Islands have not submitted any
proposal under UIDSSMT to the Ministry so far.
