Question : ADDITION OF EXTRA FLOOR



(a) whether on the recommendations of Malhotra Committee, permission has been accorded for the addition of one extra floor to three and half storeys in Delhi;

(b) if so the details thereof;

(c) whether the availability of electricity, water, parking space, load on existing sewerlines is kept in mind before giving such a sanction;

(d) if so, whether there is acute shortage of water and electricity in Delhi; and

(e) if so, the measures taken by the Government to check the stealing of electricity from poles by Jhuggi Jhompari clusters, unauthorised colonies and so on resulting into non-availability of electricity to genuine consumers?

(a)&(b): In the light of the recommendations of the Malhotra Committee for Government has increased vide Notification dated 23.7.1998 the FAR, number of dwelling units and also max. height as per annexure. This is subject to provisions of the DMC Act regarding layout plan etc.

(c): Yes, Sir. Guidelines have already been issued vide this Ministry`s letter No.K-12016/5/79-DDIA/VA/IB dated 25.9.98 and also vide Notification dated 7.6.2000.

(d): As against requirement of 800 MGD potable water, only 640 mgd potable water is available, thus leading to a shortage.

As against requirement of 2670 MW during peak hours there is short fall due to T & D losses, conditions in Northern grid of Low Voltage and Low frequency.

(e): Delhi Vidyut Board (DVB) has taken steps to reduce the losses including theft of energy. During the period December, 1998 to June, 2000 DVB has checked 98642 connections all over Delhi including JJ cluster and 23467 cases were booked for theft. Besides, 40874 unauthorised tappings have been removed during the period.

In case of residential plots above 250 sq.mtrs. facing 24 mtrs and above road, the FAR shall be increased by the maximum ground floor coverage; maximum height shall be 15 mtrs; and the number of dwelling units shall be as given in brackets.

II. Residential plot-Group Housing:

Levy on additional FAR and/or development charges for aditional FAR shall be charged at the rate as decided by the Government from time to time.
