(a): Since health is a State subject, it is primarily the responsibility of the respective State Government to conduct any study to assess hospital acquired infections in all the hospitals under their control. In so far as the three Central Government Hospitals in Delhi viz. Safdarjung Hospital, Dr. Ram Manohar Lohia Hospital (Dr. RML) and Lady Hardinge Medical College (LHMC) & Associated Hospitals are concerned, Point Prevalence Study with reference to hospital acquired infections is conducted by these hospitals to ascertain the infection rate within the hospital.
As per the latest figures this rate is 7-8% for Dr. RML Hospital, 5.3% for Safdarjung Hospital and 2.25% to 8.99% in LHMC & associated Hospitals.
(b) & (c): There is a Hospital Manual published by Directorate General of Health Services, Government of India which provides the guidelines for infection control measures in the hospitals. In these hospitals, infection control measures are taken as per these guidelines. There is a Hospital Infection Control Committee in each of these hospitals which supervises the Infection control measures in the hospital. Also there are guidelines for Bio-medical Waste Management and use of Anti-microbial Therapy which help in infection control. Some of the major activities undertaken are:
i) Daily round of the hospital to ensure strict adherence to safe Infection Control Policies.
ii) Monitor Air Bacterial Count in Operation Theatres.
iii) Water Culture from various areas on rotational basis
iv) Monitor Sterilization Process of Autoclaves in operation theatres by Biological Indicators.
v) Sterility Testing of IV Fluids and Blood Bags.
vi) Monitoring Infection control practices in hospital such as hand washing, universal/standard precautions in the hospital.
vii) Training of Health care workers.
viii) Monitoring of Biomedical Waste Management.
ix) Surveillance studies.
