Question : CLOSURE OF TEXTILE MILLS



(a) the number of textile mills closed in public cooperative and private sector respectively during each of the last three years in the country, State-wise;

(b) whether BIFR has recently cleared the rehabilitation package of some NTC mills in various States especially Maharashtra;

(c) if so, the details thereof and the time by which it is likely to be completed;

(d) the details of the mills reopened so far;

(e) whether the Government have decided to wind up 39 NTC mills by December, 2002;

(f) if so, the details thereof along with the number of employees likely to be affected; and

(g) the steps taken by the Government to clear the wages/salaries of the employees?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (g) OF LOK SABHA STARRED QUESTION NO. 81 FOR 22.11.2002

(a): Number of mills closed during last three years, state-wise is given at Annexure-I.

(b) & (c): BIFR has sanctioned Rehabilitation Schemes for all the 8 sick subsidiaries of NTC including that of NTC (SM) and NTC(MN) located in the state of Maharashtra. The Rehabilitation Schemes envisage revival of viable mills and closure of unviable mills (after offering VRS to employees) at a cost of Rs. 3,900Cr. Implementation period of these Schemes is two years starting from April 2002.

(d): 50 out of 53 mills which are proposed for revival are currently functional.

(e):As per the rehabilitation schemes sanctioned by BIFR for the eight sick subsidiaries of NTC, 39 non-functioning unviable mills are to be closed after giving VRS to affected employees during 2002-03.

(f): List of mills and number of employees employed therein is given at Annexure-II.

(g): The Government is giving budgetary support to NTC for meeting shortfall in payment of salaries/wages during the implementation period.
